Canada is the first country in the world to connect its schools and libraries to the Internet. Upgrading these connections to broadband capability has allowed community organizations to develop services that take full advantage of connectivity and provide equal opportunities for skills development and lifelong learning in the community.

Canada's Community Access Program (CAP) makes Internet-enabled computer workstations available through public access sites. The Waterloo Public Library uses this resource to offer free wireless inclusiveness to over 300 users each month through the Main Library and logs over 400,000 virtual visits to the library website.

The library has seen a 50% increase in Internet-accessible public workstations since 2000 and works with a task force of Ontario libraries on the province-wide Ontario Digital Library project to bring inclusive technology resources to Ontario's 10 million citizens.

The City of Waterloo itself donates computer equipment to be refurbished for use in classrooms through the Computers in Schools program and the University of Waterloo helps build an inclusive community through its Computer Systems Group, an enterprise set up to develop Community Learning Spaces and to enhance service delivery by non-profit and volunteer organizations in the community.
